Eiffage immobilier and Logeo Seine are breaking ground on an adaptable 319-unit residence featuring multiple services in Dieppe
Eiffage Immobilier announces the pre-construction sale to Logeo Seine of 319 intermediate rental units and social rental units in Dieppe (Seine-Maritime Department). With a total area of 17,305 sqm, the property scheme has been designed by the enia architectes firm to adapt to the accommodation needs of tenants of the Logeo Seine property management firm after the departure of Penly EPR2 construction workers.
The project, developed on a former industrial site, is part of the urban renewal of the Dieppe Sud coordinated development zone (ZAC) designed to create a new, dynamic neighbourhood, close to the train station and city centre.
It consists of seven buildings, representing a total of 319 units (32 studios, 132 one-bedroom flats, 88 two-bedroom flats, 55 three-bedroom flats and 12 four-bedroom flats) and 250 sqm of commercial space (two premises opening onto Normandie Sussex Avenue ).
At the centre of the property, Logeo Seine plans to create a 600-sqm space—called “Axès”—including 113 square metres of terrace. Axès is a hybrid community space that combines a concierge-café, free and fully equipped coworking space (high-speed internet, video booth, computer workstations) and a multi-purpose room for organising events. The space is open to building residents as well as neighbourhood residents. The project also includes common areas for residents: a 116-sqm gym with sauna and a laundry room.
Various income thresholds will be proposed, enabling a wide range of households to be eligible for this affordable housing scheme.
Many furnished rental units will be available, in particular to meet the demand of employees on the EPR2 construction site in Penly.
Logeo Seine has contracted the CUT Agency for the interior design of fully equipped units, ensuring “turnkey” reception and comfort from the moment tenants arrive.
Designed to meet both the immediate and future needs of the city of Dieppe, the property scheme anticipates both:
• The risks associated with its location in a marine flood zone: the buildings are constructed on piles with the car parks on the ground floor and the entrance halls, technical areas and flats on the first floor;
• The two phases of the buildings’ life cycle: during EPR2 construction and post-construction with Logeo Seine tenants, relying in part on Concept F to propose units that can be easily converted from one-bedroom to three-bedroom flats.
This operation will roll-out Concept F, developed by Eiffage Immobilier, Eiffage Construction and the enia architecture firm. This off-site, carbon-neutral construction method is based on a column-and-slab system, timber-frame façades and movable partition walls with a double-frame structure between units, built without formwork. It helps to optimise the life cycle of buildings, in line with the principles of the circular economy.
The project's timber-frame façades will be manufactured in Normandy by Savare®, an expert in wood construction. The buildings will also include prefabricated bathrooms by HVA Concept®, whose factory is located in Fresnay-sur-Sarthe, 250 kilometres from the site.
The operation already meets French environmental regulations (RE2020) going into effect in 2028.
Delivery will be made in two instalments. The first is scheduled for the end of 2027 and the second for the third quarter of 2028.
This housing scheme represents one of three operations carried out by Eiffage Immobilier and Eiffage Construction to facilitate the implementation of the Penly EPR2 project, for a total of 1,300 housing units.
