A project that fosters team spirit
Launched in April 2021, the Sector E project was led by the consortium comprising Nexity and Eiffage Immobilier, with CDC Habitat, EDF and Groupama. The project, located in Saint-Ouen-sur-Seine (Seine-Saint-Denis), boasted strong ambitions in terms of sustainable development and conversion. This sector, one of four in the Village, offers 58,000 m² of floor space, including 40,000 m2 dedicated to housing, 13,000 m2 for offices and around 5,000 m2 for shops and activities at the foot of buildings. During the Olympic Games in the summer of 2024, the area became home to almost 2,500 athletes and para-athletes. The Village is a perfect example of the synergy that exists within the Group, since it was Eiffage Construction that carried out the work for Eiffage Immobilier in line with our unique builder-developer business model.
Savare, an Eiffage Construction subsidiary specialising in timber construction, supplied 20,000 m2 of timber-framed walls:
- 80% of the structural wood used comes from French forests
- 90% of the timber is FSC or PEFC certified.
Goyer also worked alongside Savare, to create the mixed wood/aluminium façades for the office building. Another Eiffage Construction subsidiary was also involved in the project, namely HVA Concept which supplied pre-fabricated removable bathrooms.

A record for low-carbon construction
This emblematic project had to meet extremely demanding specifications in terms of building frugality and comfort for future users. The whole of sector E – Les Belvédères – was built with the aim of limiting CO2 emissions to 700 kg per m² of floor area.
As a result, a number of measures were put in place to meet the client's expectations, right from the design stage, by opting for the most environmentally-friendly construction methods possible.
Three low-carbon construction methods were chosen:
The six 10-storey residential buildings were built using low-carbon concrete.
The 7-storey office building comprises a mix of timber posts and beams/low-carbon concrete with timber-framed façades.
The 12 five-storey apartment buildings are made of mixed post and beam wood/low-carbon concrete and timber frame walls.
A major environmental challenge

Innovation:
An innovation on the district's tertiary building limits CO2 emissions by integrating electric vehicle batteries as a source of electricity to smooth out consumption peaks.

Re-planting and land cover change:
The design also left plenty of room for re-vegetation and land cover change (increased biodiversity) to actively combat urban heat islands and anticipate climate change.

Reuse of materials from building site surplus or deconstruction:
Emphasis was placed on the reuse of materials from building site surplus or deconstruction. In fact, over 10% of the materials used came from old buildings (such as partitions, technical floors, cable trays, etc.).
This approach enabled us to reduce our construction carbon footprint by at least 5%. But reuse is not limited to the construction phase. Nearly 75% of the materials used for the «Games» phase, were dismantled for reuse during the «Legacy» phase.
Project energy performance
In terms of the project's energy performance, we have made strong commitments. We provide users with genuine thermal comfort. If the outdoor temperature is above 32°C, then the indoor temperature will be 6°C below the outdoor temperature. If the outdoor temperature is below 32°C, then the indoor temperature will be between 19°C and 26°C.
The entire sector E of the Olympic and Paralympic Village was perfectly aligned with the ambitions of the Eiffage Group, which means that was eligible for numerous certifications:
- BBCA standard level,
- E+C- level E3C2,
- NF Habitat HQE excellent and very high performance level,
- BREEAM,
- Biodiversity Construction.
A responsible and inclusive project
h2>As well as the environmental component, which was omnipresent in this operation, we also made a point of honour of our societal commitment. After housing the sports delegations in 2024, the «2025 Legacy» phase consists in adapting the buildings and converting them into housing and a lively neighbourhood, accessible to all, as a legacy to the residents. The aim is to meet the universal values of the Olympic and Paralympic Games, guaranteeing accessible routes for all and developing architecture and a landscape filled with modernity.
But our commitment to the project's societal approach doesn't stop there. 190,000 hours of access-to-work programmes were incorporated, notably through the « Destination Emploi» project, which includes training to help people find permanent jobs. In addition, 25% of the cost of the work was contracted out to VSEs/SMEs from the social and support economy.
As a socially responsible company that cares about the well-being of its employees, we are also a signatory of the HSE (Health, Safety and Environment) charter, which promotes health, safety and working conditions on site.
